I think you could also do something fun with the negative space--either cut apart the paint chip strips or leave them connected and decorate with them. They might make a cute notebook/journal cover.
This is such a sweet idea! I tried my hand at making one without the punch today and it turned out pretty cute - I wrote Happy Birthday! on mine and strung it over our dining table.

I MUST KNOW! What punch is that? Who makes it? the writing on it isn't large enough to read. I like it alot better that the perfect heart ones in the craft stores.

About the EK Success one-- on my own, I found one described as "Ek Success Paper Shapers Small Punch, Folk Heart," and in the description it says it measures "1-1/4-inch by 2-1/2-inch." Do you think they are talking about the size of the punch, or the heart?
